Statement of Capitol Police Board:
It is with the deepest regret that the United States Capitol Police
Board has been informed of Chief Terrance W. Gainer's intention to retire effective
April 6, 2006. His expertise, professionalism and knowledge of security and law
enforcement practices are of the highest level and will be sorely missed.
Chief Gainer's contributions to the men and women of this department,
the Capitol Community, and the Congress of the United States have been innumerable.
His tenure has been characterized by skillful leadership, always in balance with a
keen awareness of the crucial and integral role the Capitol Police play. His innate
sense of confidence has comforted us in times of stress, and reinforced our knowledge
that the Capitol Police are one of the premier law enforcement organizations in the
United States.
The United States Capitol Police Board, the United States Capitol
Police Department, and the entire Congressional community wish Chief Terrance
Gainer every success as he begins the next chapter in his career. He can rest
assured in the knowledge that his work here has left a solid foundation on which
to continue the mission of the Capitol Police, as they face new challenges in the
years ahead.
